The delivery of the program design shall follow a spiral learning approach, beginning with an overview of core concepts and followed by progressively deeper application of the concepts and finally, a self-directed learning approach through action planning.

- Theme Paper 3: Integrating Persons With Disabilities(PWDs) and Inclusive Rural Development as BOS in TVET System
- Theme Paper 4: Accreditation and Certification of TVET Institutions through APACC process for Quality Assurance as BOS
- Theme Paper 5: Industry Institute Convergence as BOS in TVET-National and International Case Studies
- Theme Paper 6: New Avenues for TVET graduates through ICT & Labour Market Information Systems (LMIS)

- Task 1: Assess Quality of Institutional Functions
- Task 2: Stakeholder Identification, Organizational Vision and Mission Identification
- Task 3: Application of BOS for Technopreneurship
- Task 4: Critical Issues Identification & SWOT Analysis for BOS
Project Task: Preparation of Action Plan for implementation of Blue Ocean Strategy in the TVET Institutions
National Seminar
Another important part of the program is the conduct of the half day National Seminar on “Issues, Challenges and Future Directions in Technical and Vocational Education and Training (TVET) Sector” which will be participated by In-Country Program participants, TVET administrators, policy makers, academic professionals, researchers and curriculum developer and other interested participants.
